I made this using Bezier curves in Paint Shop Pro, I am getting better as I go, but it takes a lot of practice to make the curves perfect! I made this curve as a practice, so feel free to use it on your digital pages or printed photos! I hope to perfect this technique in the next month or so. If you want this in a PSP image let me know!
